1)One good suggestion is to create some Tolls.At the way to san fierro or Las Venturas you could create some Tolls,with some minimal price or much more money to pay.
2)Another good idea is to pay tax or something like that.
That idea came from the real life. XD.Since the server is based on the real life.

Do you mean that there will be players witch will stay inside the toll and have to work like they would work in real life and get paid by the state.Do you mean this with toll company?Or should the state have the Tolls,and an auto comd should take the money?

No I think it is bored to work there. I mean like the 24/7 or other shops. You have to pay to open the gate. Am working on it.
